When the section is omitted, mesh routes stay enabled with public mint list (lab-friendly). Set enabled = false to hide /cashu/*.

Server never decrypts. Cleartext is Cashu token/proofs JSON after client decrypt (layout frozen for mesh; CDK serialization later).
